Honduras: Oficina Normativa de Contratación y Adquisiciones del Estado (ONCAE) / Secretaría de Finanzas de Honduras (SEFIN)
ONCAE and SEFIN publish their data on the Honduras Open Contracting Portal from different systems (Sistema de Administración Financiera Integrada - SIAFI, HonduCompras 1.0, Módulo de Difusión Directa de Contratos and Catálogo Electrónico).
According to Honduras’ publication policy, the available systems have the following scope:
ONCAE systems:
- HonduCompras 1.0: Publication of the contracting and acquisition processes by traditional methods such as “Public and Private Tenders”, “Public and Private Contests”, “Minor Purchases”, “Direct Contracts” including their “Contracts” and “Guarantees”. By legal mandate Executive Decree 010-2005.
- Módulo de Difusión Directa de Contratos: contains the purchase orders generated in a framework agreement by legal mandate Law of Efficient and Transparent Purchases through Electronic Media.
- Catálogo Electrónico: Publication of the contracts of contracting and procurement processes by legal mandate Executive Decree 010-2005.
SEFIN systems:
- Sistema de Administración Financiera Integrada: data on budget planning and execution using the expenditure groups:
- Non-Personal Services
- Materials and Supplies
- Capitalizable Assets carried out by public institutions through by SIAFI

ONCAE’s publication uses extensions, including: member of, contract suppliers, multiple buyers, participation fee, guarantees, budget breakdown, release publisher extension, sources, tender date published, procurement category, status details and legal basis. SEFIN’s data uses extensions, including: budget breakdown, budget and spend, financial obligations and sources.
Data quality
Summary
The dataset has quality issues to take into account, notably:
- The field
contracts/items/attributes/iduses an integer instead of a string. - There are releases where the end dates are earlier than the start dates.
- The data includes inconsistent names between references to the organization and the array of
parties.

This OCDS dataset is available for download in JSON, Excel or CSV format. You can download the data for contracting processes in a specific year or for all time.
JSON
Each contracting process is represented as one line of JSON text in the .jsonl file.
The .jsonl file is compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .gz file.
Excel
Each contracting process is represented as one row in the main sheet. Other sheets link to it via the _link_main column.
Excel files can have at most 1,048,576 rows. If a year is missing, it had too many rows.
