Nigeria: Oyo State

The Due Process Office (Bureau of Public Procurement) in Oyo State was established by the Public Procurement Law (2010) to ensure fairness, competition, transparency, and value for money in Oyo State Government. Procurement data is currently published via the Oyo State open contracting portal.

Data is available via bulk downloads for all the Oyo State Government Projects according to Ministry Departments and Agencies (MDA).

Data quality

Summary

The dataset has quality issues to take into account, notably:

  • The same contracting process seems to be mapped to multiple OCIDs, creating identical data with different OCID.
  • One organization identifier is sometimes mapped to different variations of organization names. tender/procuringEntity/id and parties/identifier/id are not populated, only organization names are provided.
  • In contracting processes with multiple buyers, the parties section is incorrectly populated.
  • Tender statuses, procurement methods, and procurement categories may be incorrectly mapped.
  • Some document dates are incoherent, where documents/datePublished is after the release date.
  • Placeholder values are used for the fields requiring URLs, for example, the license and publication policy fields are populated by the state government’s website URL.

Each contracting process is represented as one line of JSON text in the .jsonl file.

The .jsonl file is compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .gz file.

Excel

Each contracting process is represented as one row in the main sheet. Other sheets link to it via the _link_main column.

Excel files can have at most 1,048,576 rows. If a year is missing, it had too many rows. Download the CSV files, instead.

CSV

Each contracting process is represented as one row in the main.csv file. Other files link to it via the _link_main column.

The .csv files are archived using tar and compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .tar.gz file.
