The Public Procurement Commission (PPC) of Albania operates an electronic system that allows suppliers to submit complaints online and for the PPC to manage the process digitally and openly. The PPC publishes procurement complaints in real-time on its website. It also publishes PDF copies of decisions along with JSON files in OCDS format that capture the main elements of the decisions and the corresponding complaints.
The legal function and status of the Public Procurement Commission are defined in Law No. 162/2020 “On Public Procurement”. PPC is the highest authority in the procurement system, which examines complaints about public procurement procedures, concessions/public private partnerships, public auctions as well as competitive procedures for granting mining permits. The existing legal regulations also allow economic operators to access information regarding complaints filed with the Public Procurement Commission.
A contracting process has several stages: tendering, awarding, contracting and implementation. You can learn about the contracting stages in this tutorial.

The data contains some information about contracting processes, but mainly about complaints and decisions, using the complaint and participation fees extensions. It adds an additional party role, ‘complainant’, to identify the organization that has submitted the complaint.
Data quality
Summary
The dataset has quality issues to take into account, notably:
There are a few duplicate releases with identical release IDs and content
Procuring entities are not referenced in the parties array
For a large portion of the contracting processes, the undocumented party scheme “AL-DPT” is used. DPT stands for the General Directorate of Taxes.
In many releases, tender/period/endDate is set to 1970-01-01T00:00:00Z

Access data
This OCDS dataset is available for download in JSON, Excel or CSV format. You can download the data for contracting processes in a specific year or for all time.
JSON
Each contracting process is represented as one line of JSON text in the .jsonl file.
The .jsonl file is compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .gz file.
