Mexico: Secretaría de Administración del Gobierno del Estado de Nuevo León

The Secretaría de Administración del Gobierno del Estado de Nuevo León tracks information in the “Electronic Public Procurement System” (SECOP), the “Governmental Resource Integrator System” (SIREGOB), and other resources, including their public tender record and supplier platform. The OCDS publication is available on the Nuevo León open data portal.

The SECOP and SIREGOB systems are used to manage the procurement processes for goods and services through methods such as Electronic Auction, Public Tender, Limied Tender, or Sole Source. The information from these systems is supplemented by other administrative records that store relevant data on processes and their registered suppliers. The Government of the State of Nuevo León and Decentralized Agencies and/or Public Trusts that have public contracting coordination agreements with the central government are included as buyers in this dataset. This data publication excludes confidential data, according to the Law of Transparency and Access to Public Information, and the Law of Protection of Personal Data Held by Obligated Subjects.

Data quality

Summary

There are some quality issues to consider with this data publication, specifically:

  • The data includes fields that are empty or contain only whitespace, such as parties/contactPoint/email or tender/items/classification/description.
  • The timezone is not correctly indicated in fields with temporal values.
  • Some suppliers listed in the Parties section are not referenced in awards/supplier/id.
  • Some references in the award/suppliers field do not have an entry in the parties section.

Access data

This OCDS dataset is available for download in JSON, Excel or CSV format. You can download the data for contracting processes in a specific year or for all time.

JSON

Each contracting process is represented as one line of JSON text in the .jsonl file.

The .jsonl file is compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .gz file.

Excel

Each contracting process is represented as one row in the main sheet. Other sheets link to it via the _link_main column.

Excel files can have at most 1,048,576 rows. If a year is missing, it had too many rows. Download the CSV files, instead.

CSV

Each contracting process is represented as one row in the main.csv file. Other files link to it via the _link_main column.

The .csv files are archived using tar and compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .tar.gz file.
