Tanzania: Public Procurement Regulatory Authority (PPRA)
The Public Procurement Regulatory Authority (PPRA) publishes open contracting data through the NeST Open Contracting Data Portal to strengthen transparency, accountability, and integrity in public procurement.
The data publication covers all key stages of the procurement cycle. It includes all public bodies and any other entities or units established and mandated by the Government of Tanzania to perform public functions. Security organs engaged in procurements of restricted or classified items are excluded.
Certain categories of information are excluded, which includes personal data protected under the Personal Data Protection Act; documents or data whose disclosure would compromise security, defence, or international relations; commercially sensitive details; and any information that would contravene Tanzanian law, undermine law enforcement or fair competition, or reveal detailed tender evaluation processes.

A contracting process has several stages: tendering, awarding, contracting and implementation. You can learn about the contracting stages in this tutorial.

The data publication does not declare any extensions, however the pagination extension is used to add a links object to release packages and records packages, supporting pagination.
Data quality
The dataset has quality issues to take into account, notably:
A majority of the releases are missing their corresponding planning stage releases for the values provided in the relatedProcesses.identifier field.
Almost all contracts have the status “pending”.
Parties’ roles are not referenced correctly in the majority of releases.
A minority of releases are missing awards stage data for the values provided in the contract/awardID field.
In a minority of the releases the buyer field does not have the same value for its name field as the party it references.
The total value of the top 1% of the fields contracts/value/amount and awards/value/amount is higher than that of the remaining values, indicating the presence of extreme outliers in those fields.

Access data
This OCDS dataset is available for download in JSON, Excel or CSV format. You can download the data for contracting processes in a specific year or for all time.
JSON
Each contracting process is represented as one line of JSON text in the .jsonl file.
The .jsonl file is compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .gz file.
