Greece: Diavgis

Diavgis is an independent project that publishes public procurement data aggregated from three official sources: Διαύγεια (the Transparency Portal), ΚΗΜΔΗΣ (the central registry of public contracts) and EU Tenders Electronic Daily.

The publication covers the planning, tender, award, contract and implementation. Records across these sources that belong to the same contracting process are identified and linked together. The publisher states that coverage is a large sample rather than a full census. Any data issued at source before 2026-03-01, the project’s start date, is not included in this data publication. The details of natural persons are redacted.

Four optional OCDS fields are absent from the the data publication because they are reserved for a paid subscription service: tender/procurementMethodDetails, tender/numberOfTenderers, awards/awardCriteria, and contracts/period/endDate. All four remain available at the original sources.

These counts are the number of JSON objects across all contracting processes. Parties, tenderers and suppliers are unique within a contracting process, but can be repeated across contracting processes. You can learn about data publication in this tutorial.

The pagination extension is used to add a links object to packages to support pagination. No additional fields or custom codelists are used.

Data quality

The dataset has quality issues to take into account, notably:

  • Release date: A large share of releases share the same release date field, so the field release/date cannot be used to order all releases chronologically.
  • Some organization data is incorrect. In particular, some parties/id values are not unique, which prevents the organizations from being reliably distinguished.
  • All awards and contracts have the status “active”.
  • The total value of the top 1% of the fields tender/value/amount, awards/value/amount, contracts/value/amount is higher than that of the remaining values, indicating the presence of extreme outliers in those fields.
  • The roles of some payers and payees referenced in contracts/implementation/transactions are not referenced in the parties array.
  • Contracting process timeline: some releases have incoherent dates, including: the last day for submissions is after an award’s date; the last day for submissions is after the contract’s anticipated start date; an award’s date is after the signature date of any of its related contracts; a contract’s signature date is after the date of any of its related

This OCDS dataset is available for download in JSON, Excel or CSV format. You can download the data for contracting processes in a specific year or for all time.

JSON

Each contracting process is represented as one line of JSON text in the .jsonl file.

The .jsonl file is compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .gz file.

Excel

Each contracting process is represented as one row in the main sheet. Other sheets link to it via the main_ocid column. In general, each sheet is linked to its parent sheet via the [sheet_name]_id column.

Excel files can have at most 1,048,576 rows. If a year is missing, it had too many rows. Download the CSV files, instead.

CSV

Each contracting process is represented as one row in the main.csv file. Other files link to it via the main_ocid column. In general, each file is link to its parent file via the [file_name]_id column.

The .csv files are archived using tar and compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .tar.gz file.
