The Public Procurement Agency (PPA) of the Republic of Bulgaria publishes open contracting data from the Centralized Automated Information System “Electronic Public Procurement” (CAIS EPP) on the national Open Data Portal and in CAIS EPP itself, to ensure that basic information about the public procurement of Bulgarian contracting authorities is available online in a standardized open format, fulfilling its obligation under Article 38 of the Public Procurement Act.
The publication covers all contracting authorities within the meaning of the Public Procurement Act, for the procedure types under Article 18(1) and the value ranges under Article 20(1), (2), (3) and (7) of the Act. It includes every procurement for which a notice was published in CAIS EPP during the period, together with stand-alone prior information notices, voluntary ex ante transparency notices and contract award notices. Daily and monthly datasets are available in OCDS format starting from 01.01.2026.
Contract completion notices are excluded. Protected information such as personal data and confidential information is either excluded or published after anonymization. A procedure opened by a decision alone, or by a decision and a notice, produces a single entry, as does a notice published together with a decision to change the conditions of a procedure.
A contracting process has several stages: tendering, awarding, contracting and implementation. You can learn about the contracting stages in this tutorial.
These counts are the number of JSON objects across all contracting processes. Parties, tenderers and suppliers are unique within a contracting process, but can be repeated across contracting processes. You can learn about data publication in this tutorial.
The dataset has quality issues to take into account, notably:
The most common buyer is identified in a large share of compiled releases, indicating issues in buyer identification in the buyer/id field or buyer over-representation
The total value of the top 1% of the fields tender/value/amount and contracts/value/amount is higher than that of the remaining values, indicating the presence of extreme outliers in those fields.
Some contracts reference awards whose status is “pending”, “cancelled” or “unsuccessful”, which suggests that award statuses are not mapped correctly.
The “supplier” role of some suppliers referenced in awards/suppliers is not referenced in the parties array.
The names of some suppliers referenced in awards/suppliers differ from the names of the parties they reference.

Access data
This OCDS dataset is available for download in JSON, Excel or CSV format. You can download the data for contracting processes in a specific year or for all time.
JSON
Each contracting process is represented as one line of JSON text in the .jsonl file.
The .jsonl file is compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .gz file.
Each contracting process is represented as one row in the main sheet. Other sheets link to it via the main_ocid column. In general, each sheet is linked to its parent sheet via the [sheet_name]_id column.
Excel files can have at most 1,048,576 rows. If a year is missing, it had too many rows. Download the CSV files, instead.
Each contracting process is represented as one row in the main.csv file. Other files link to it via the main_ocid column. In general, each file is link to its parent file via the [file_name]_id column.
The .csv files are archived using tar and compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .tar.gz file.
