Colombia: Agencia Nacional de Contratación Pública (Colombia Compra Eficiente)

The national public procurement authority (Agencia Nacional de Contratacion Pública - Colombia Compra Eficiente) tracks contracting information in their three procurement platforms. (SECOP I, and II, from Sistema Electrónico de Contratación Pública and TVEC from Tienda Virtual del Estado Colombiano). SECOP I is an informational system, and SECOP II and TVEC transactionals ones.

All public bodies in Colombia, from the national to local levels, including all government branches and state-owned enterprises that use public funds, are required to use SECOP for all public contracts. Some contracting procedures are excluded, as described in the public procurement law, notably:

  • The industrial and commercial companies of the State, the mixed economy companies and the companies of domiciliary public services that develop their activity in a situation of competition with the private sector and that before November 30, 2015, in compliance with External Circular No. 20 of August 27, 2015, requested Colombia Compra Eficiente the hyperlink that communicates the SECOP with its own information systems for the purposes of advertising its contractual activity

Entities that still use SECOP I are required to publish in the SECOP the processed documents within three (3) days following their expedition. The information registered by the entities in SECOP II and in TVEC is available in real-time. The entities must publish their contracting processes only on one platform. The framework agreements must be registered in TVEC.

Besides core OCDS fields also publishes other relevant information through some OCDS local extensions, to disclose more details about the public entities such as: their order, branch, sector, among others.

Data quality

Summary

The dataset has quality issues to take into account, notably:

  • Some awards have multiple suppliers, but a single contract is associated with the award. As such, it isn’t possible to determine the awarded value and items for each supplier.
  • Some suppliers are assigned an ID of “1” or similar. Therefore, supplier names should instead be used to disambiguate suppliers.
  • For some contracting processes, the amount and quantity fields contain an object like {“$numberLong”: 123} instead of a number.

JSON

Each contracting process is represented as one line of JSON text in the .jsonl file.

The .jsonl file is compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .gz file.

Excel

Each contracting process is represented as one row in the main sheet. Other sheets link to it via the _link_main column.

Excel files can have at most 1,048,576 rows. If a year is missing, it had too many rows. Download the CSV files, instead.

CSV

Each contracting process is represented as one row in the main.csv file. Other files link to it via the _link_main column.

The .csv files are archived using tar and compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .tar.gz file.
