The NOCOPO portal, conceived by the Bureau of Public Procurement (BPP) in line with Section 5(r) of the Public Procurement Act, 2007, was co-created with Civil Society Organisations in fulfillment of Commitment 2 of the Nigeria National Action Plan of the Open Government Partnership. The Public Procurement Act applies to all procurement of goods, works and services carried out by the Federal Government of Nigeria and all procurement entities, excluding the procurement of special goods; works and services involving national defense or national security unless the President’s express approval has been first sought and obtained.

Data quality
The dataset has quality issues to take into account, notably:
There are inconsistencies in some date values. For instance, the earliest award date is December 31st, 1949, and the latest is November 25th, 2919.
There are no release/date fields before 2021-05-01, and the majority are on the same day (2021-05-03), so they may reflect internal data updates rather than the date the information was first released or published.
The publication policy does not describe the publication details (how the OCDS data is generated, the publication formats, and the frequency of updates), the data scope, the possible uses of the data, or exclusions and omissions, among other relevant information for users.
Some contracting processes include multiple releases to update the process information. However, in some cases, the releases do not provide an update or additional details.
93 contracting processes include an incorrect prefix in the ‘ocid’ field.
