The NOCOPO portal, conceived by the Bureau of Public Procurement (BPP) in line with Section 5(r) of the Public Procurement Act, 2007, was co-created with Civil Society Organisations in fulfillment of Commitment 2 of the Nigeria National Action Plan of the Open Government Partnership. The Public Procurement Act applies to all procurement of goods, works and services carried out by the Federal Government of Nigeria and all procurement entities, excluding the procurement of special goods; works and services involving national defense or national security unless the President’s express approval has been first sought and obtained.

The dataset has quality issues to take into account, notably:
There are invalid dates in tender, award and contract sections so automated processing of dates may not be possible.
There are no release/date fields before 2021-05-01 and the majority are on the same day (2021-05-03), so they may reflect internal data updates rather than the date the information was first released or published.
The data contains blank/empty fields
There are invalid codes in the mainProcurementCategory field
The license and publication policy URLs given in the package data point to empty web pages so there is a lack of clear information about the data source, updates and re-use.
