CivicDataLab tracks information about Himachal Pradesh, a state in the northern part of India. This includes tender information from Tenders Himachal Pradesh, which includes tenders issued by the Government Departments, Directorates, Statutory Organisations, Local bodies, Undertakings / Boards in Himachal Pradesh published by the Himachal Pradesh Finance Department, and related awards data from the Central Public Procurement (CPP) Portal.
It has been mandatory for all Ministries/ Departments of the Central Government, Central Public Sector Enterprises (CPSEs) and Autonomous bodies to publish all their tender enquiries on the CPP Portal since 2012.

The dataset has quality issues to take into account, notably:
The data contains several additional fields that are yet to be documented so it is not possible to clearly understand the full data set.
Release date: all releases share the same date field so it is not possible to tell how up to date the data is.
Release tags do not reflect the sections which are provided in each release: although the data contains awards, all releases are tagged ‘tender’, so filtering by tag is not accurate.
Organization roles: not all parties referenced by the tender.procuringEntity field have ‘procuringEntity’ declared as a role so the data does not give a complete picture of organization roles.
Many time period objects have a duration that is inconsistent with their start and end dates.
Tender value currency: the majority of tender values do not have a currency set, so it is not possible to combine tender values from different contracting processes.
Award dates are disclosed at award/date instead of at awards[]/date.
The multiCurrencyAllowed field is disclosed under the tender/participationFee array instead of the tender/participationFees array.
The documentAvailabilityPeriod field name starts with a space.

This OCDS dataset is available for download in JSON, Excel or CSV format. You can download the data for contracting processes in a specific year or for all time.

Each contracting process is represented as one line of JSON text in the .jsonl file.
The .jsonl file is compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .gz file.
