All the entities from the Public Sector of the Autonomous City of Buenos Aires, including all government branches and state-owned enterprises, but excluding entities whose financing does not come regularly from the General Budget of Expenditures and Calculation of Resources, are required to use the RIIC for all public contracts. Some contracting procedures are excluded, as described in the purchasing and contracting law of the Autonomous City of Buenos Aires, notably:

• The locations of services or works for individuals;
• Purchases governed by the petty cash regime;
• Those that the City of Buenos Aires celebrates with foreign states, with entities of international public law and with multilateral credit institutions and those that are financed with resources from the states and/or the entities mentioned in the previous paragraph;
• Those included in public credit operations;
• Those of public works, concession of public works and concession of public services;
• Permits for the use of real estate in the public and private domain of the Executive, Legislative and Judicial Power of the City.
• The acts of disposition of real estate owned by the Autonomous City of Buenos Aires
