Франция: Direction interministérielle du numérique et du système d'information et de communication de l'État (DINSIC)
The Ministry of the Economy, Finance and Recovery collects, processes and publishes data in various formats including OCDS.
The ministry collects data from the following data sources:
- Data from the DGFiP Market PES
- Data collected by the AIFE DUME API
- Data from the Achatpublic.com buyer profile made available via the AIFE DUME API
- Data from the Dematis buyer profile facilitating the downloading of customer data (e-marchespublics.com )
- Data published on the Grand Lyon Open Data portal
- Data published on the AWS buyer profile ( marches-publics.info ), extracted and published manually by Colin Maudry on data.gouv.fr
The data is not exhaustive: some portals are not harvested yet.
The decree of April 14, 2017, amended by the decree of July 27, 2018, entered into force on October 1, 2018, obliged the 70,000 French public buyers (communities, ministries, public hospitals, etc. ) to publish essential data of their public contracts on their buyer profile for contracts over 40,000 euros.

The data includes a field “decpUID” with the unique ID (French scope) of the source data object.

The dataset has quality issues to take into account, notably:
- There are some releases with unlikely dates, including years 5021 and 2921
- There are a few organizations with non-unique identifiers due to data source issues, so it is not always possible to uniquely identify organizations.
- Release tags do not always reflect the data that is contained within releases
- The “decpUID” additional field is not documented

Каждый процесс заключения контракта представлен в виде одной строки текста JSON в .jsonl файле.
Файл .jsonl сжат с помощью Gzip. Пользователям Windows требуется 7-Zip, WinRAR или WinZip для распаковки файла .gz file.
Excel
Каждый процесс заключения контракта представлен одной строкой на основном листе. Другие листы ссылаются на него через столбец _link_main .
Файлы Excel могут содержать не более 1,048,576 строк. Если год отсутствует, в нем было слишком много строк.
