The Secrétariat du Conseil du trésor in Quebec, Canada, publishes open contracting data via their portal: Système électronique d’appel d’offres (SEAO).
The electronic tendering system was set up by the government of Quebec to comply with their Action plan promoting an Open Government 2020-2021. It serves mainly to disseminate calls for tenders from public bodies and municipalities, and the results of their contracts. The SEAO was developed for the needs of the Government of Quebec by the firm CGI which was selected following a public call for tenders by the Secretariat of the Council of treasure (TBS). CGI is the operator of SEAO.

There are some duplicate release identifiers.
Organization identifiers are missing for buyers and appear in another object (the details object) for suppliers and tenderers.

The .jsonl file is compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .gz file.
