Rwanda: Public Procurement Authority (RPPA)

The Rwanda Public Procurement Authority (RPPA) makes procurement data available through the Umucyo OCDS portal, with the aim of making all information on public procurement accessible online and in open formats to benefit all stakeholders in the public procurement domain, including economic operators, bidders, public procurement entities, oversight agencies, civil society organizations, and the public.

The dataset covers all central and local government agencies in Rwanda, excluding security organs procuring classified items. Smaller entities below the district level, such as sectors, health centres, and schools, do not use the system for procurement, although they report offline activities. All procurement processes with values starting from 3,000,000 RWF are included. Public-Private Partnerships (PPPs) are excluded from the data publication. The data covers procurement processes conducted via open, selective, and direct tendering methods. As per RPPA’s legal mandate, the dataset includes tender and award data for each contracting process. Where available, contract data is also provided.

These extensions are used: techniques, pagination. The lots and the submission terms extensions are used but not declared in the package metadata.

Data quality

The dataset has quality issues to take into account, notably:

  • Values of contracts/value/amount are sometimes not commensurate with the values of awards/value/amount, with discrepancies exceeding the range of 50% to 150% of the award value.
  • The total value of the top 1% of the fields contracts/value/amount and awards/value/amount is higher than that of the remaining values, indicating the presence of extreme outliers in those fields.
  • The top 3 specific values for tenders and awards each occur in more than 10% of cases, potentially suggesting the use of defaults or placeholder values during data entry. This may potentially skew data analysis toward these frequent values.
  • The value of the numberOfTenderers field is sometimes not equal to the number of entries in the tenderers array.

This OCDS dataset is available for download in JSON, Excel or CSV format. You can download the data for contracting processes in a specific year or for all time.

JSON

Each contracting process is represented as one line of JSON text in the .jsonl file.

The .jsonl file is compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .gz file.

Excel

Each contracting process is represented as one row in the main sheet. Other sheets link to it via the _link_main column.

Excel files can have at most 1,048,576 rows. If a year is missing, it had too many rows. Download the CSV files, instead.

CSV

Each contracting process is represented as one row in the main.csv file. Other files link to it via the _link_main column.

The .csv files are archived using tar and compressed using Gzip. Windows users need 7-Zip, WinRAR or WinZip to decompress the .tar.gz file.
