Руанда: Public Procurement Authority (RPPA)
The Rwanda Public Procurement Authority (RPPA) makes procurement data available through the Umucyo OCDS portal, with the aim of making all information on public procurement accessible online and in open formats to benefit all stakeholders in the public procurement domain, including economic operators, bidders, public procurement entities, oversight agencies, civil society organizations, and the public.
The dataset covers all central and local government agencies in Rwanda, excluding security organs procuring classified items. Smaller entities below the district level, such as sectors, health centres, and schools, do not use the system for procurement, although they report offline activities. All procurement processes with values starting from 3,000,000 RWF are included. Public-Private Partnerships (PPPs) are excluded from the data publication. The data covers procurement processes conducted via open, selective, and direct tendering methods. As per RPPA’s legal mandate, the dataset includes tender and award data for each contracting process. Where available, contract data is also provided.

The dataset has quality issues to take into account, notably:
- Values of
contracts/value/amountare sometimes not commensurate with the values ofawards/value/amount, with discrepancies exceeding the range of 50% to 150% of the award value. - The total value of the top 1% of the fields
contracts/value/amountandawards/value/amountis higher than that of the remaining values, indicating the presence of extreme outliers in those fields. - The top 3 specific values for tenders and awards each occur in more than 10% of cases, potentially suggesting the use of defaults or placeholder values during data entry. This may potentially skew data analysis toward these frequent values.
- The value of the
numberOfTenderersfield is sometimes not equal to the number of entries in thetenderersarray.

Excel
Каждый процесс заключения контракта представлен одной строкой на основном листе. Другие листы ссылаются на него через столбец main_ocid. Как правило, каждый лист связан с родительским листом через столбец [sheet_name]_id.
Файлы Excel могут содержать не более 1,048,576 строк. Если год отсутствует, в нем было слишком много строк. В таком случае загрузите файлы в формате CSV.
CSV
Каждый процесс заключения контракта представлен одной строкой в файле main.csv. Другие файлы ссылаются на него через столбец main_ocid. Как правило, каждый файл связан со своим родительским файлом через столбец[имя_файла]_id.
Файлы .csv архивируются с помощью tar и сжимаются с помощью Gzip. Пользователям Windows требуется 7-Zip, WinRAR или WinZip для распаковки файла .tar.gz.
